Canadian Minister of Natural Resources Joe Oliver tells TheStreet's Joe Deaux it won't allow China's state owned enterprises to invest in the Canadian oil sands as he says Canada has deemed it not of net benefit to the country. Oliver says it concerned Canada that SOEs commercial interests could conflict with the Chinese government. Oliver says they welcome SOEs in other areas, and minority interest in the oil sands so long as they pass the net-benefit test and natural security check.
